Ravi Rutnah a eu raison… mais aussi tort. Il a voulu démontrer, mardi au Parlement, que lors de son intervention sur le Supplementary Appropriation (2015-2016) Bill au parlement mardi 16 mai dernier, le député du Mouvement militant mauricien (MMM), Aadil Ameer Meea, a repris mot pour mot une partie de discours de Kee Chong Li Kwon Wing, prononcé en octobre 2013 lors du même exercice portant sur le budget supplémentaire. Qu’en est-il réellement ? Nous avons fait la comparaison…

En fait, dans son discours d’un peu plus d’une centaine de lignes (soit environ 1 400 mots), le député du MMM a apposé mot pour mot une quinzaine de lignes (environ 200 mots) venant de l’allocution de Kee Chong Li Kwong Wing. C’est surtout dans son introduction qu’Aadil Ameer Meea a repris les mots du Chairman de la SBM Holdings Ltd. Le téléspectateur qui aura suivi l’intervention de Ravi Rutnah en direct aura, lui, eu l’impression que la quasi-totalité du discours avait été copiée. D’autant que l’intervention du backbencher du gouvernement a été principalement axée sur cette reproduction de l’intervention du député mauve.

Voilà ce qu’a copié presque mot pour mot Aadil Ameer Meea du discours de Kee Chong Li Kwong Wing : «The question is: the authorisation and necessary clearances and adjustments have already been made by the Ministry of Finance and Economic Development and have been submitted by the Accountant General, yet we are now late in the year, after more than 10 months, presenting these figures which give us only the opportunity to give an ex-post approval to what has already been incurred without any possibility of challenging, without any possibility of reducing down (NdlR, blocking and whittling down, avait écrit Kee Chong Li Kwong Wing) these expenditures. You will remember what happened in the US Congress where the US Congress had proacted the debate to even block the amount of additional expenditure. The question which I am asking is: are we left with any other choice? Is this a model of democracy that we are having? Because it means that we are having a weak Parliament to approve these expenditures in front of the Executive (NdlR, strong executive, discours de Kee Chong Li Kwong Wing). So, the legislature, in fact, in practice, has little control on the Executive in incurring these excess expenses which we are called to approve today. Also I would like to add on the timeliness of these estimates because we have to approve them on the eve of the next Budget by this Government. In fact, the Supplementary Budget should have been presented before it is being spent, like it is the practice in the private sector. In the private sector where you present a budget and there has been over expenditure; there is a revised budget before the closing of the accounts, but here we do exactly the contrary.»

Le reste du discours d’Aadil Ameer Meea porte toutefois sur des recherches qu’il a faites, surtout concernant les chiffres qui sont d’actualité. Mais la grande question demeure : comment Ravi Rutnah a-t-il pu savoir que le député mauve comptait reprendre le discours de Kee Chong Li Kwong Wing ?
