Penalty point system: Difficult implementation

Well I am glad that it was not implemented on the 1st of April as it could have been perceived to be an April’s fool joke. Now we are told that the launch is imminent, let us wait and see. Mind, though it is an initiative which is much needed considering all the irresponsible and undisciplined drivers on our roads; but the way in which it is being implemented leaves much to be desired.

 

I have already stated in a previous article that it is without doubt the appropriate measure to be put in place in order to curb the reckless drivers but I do have reservations about some of the offences that will incur penalties points. For example, having a defective light. How can you expect a driver to carry a set of spare bulbs in anticipation of any arising problem? And how can you expect that he/she will have the dexterity to carry out any repairs in any given circumstances? Giving the driver a warning with a fixed delay to remediate matters would have been more appropriate.

 

 

Likewise, I have some misgivings about some of the other offences. However, there is one aspect on which I feel strongly and hope that the authorities will not budge or sway in the slightest, that is all drivers must be equal before the law and there should never be any special dispensations for any class of drivers. Where the authorities have failed comprehensively is the lack of a programme to educate and make drivers aware of the implications of the forthcoming legislation. I have not seen any leaflets distributed nor heard or seen any daily broadcasts on the radio/television. I have not witnessed any policeman stopping motorists to emphasize the message. In consequence, the drivers are ill-prepared and no doubt you can expect chaos on the road when it is implemented on Friday the 10th of May.

 

One specific offence that is going to cause the most headaches to the police authorities is the non-compliance of motorists to give priority to pedestrians at clearly designated crossings. I have no doubt that this is where most drivers will incur penalty points because there has not been any awareness programme put in place by the authorities.

 

You can witness practically everyday motor bikers zigzagging in order to avoid pedestrians crossing the road despite the fact the latter have priority. Nevertheless this legislation needs to be put in situ but it requires some surgery before its operation can take place.
