Défauts de construction à l’aérogare: les Chinois à pied d’œuvre

La réplique de la firme chinoise China State Construction Engineering Corporation Ltd (CSCEC) n’a pas tardé. Suivant l’article de l’express publié le 14 août sur les défauts de construction découverts à l’aérogare de Plaisance, l’entrepreneur chinois explique qu’il a toujours fait preuve de bonne foi. Bien que la période de garantie de deux ans ait expiré en mai 2015, «CSCEC continue à réparer les défauts», souligne la compagnie dans un communiqué.

 

L’entrepreneur chinois fait également ressortir que depuis qu’il a livré l’aérogare en mai 2013, «la CSCEC a accordé un soutien technique fiable pour l’entretien et l’exploitation de l’aéroport». La firme explique aussi qu’il n’y a pas eu de vol retardé en raison de problèmes de qualité ou de maintenance.

CSCEC's clarifications concerning report of l'express dated 14 August 2015 for SSR International Airport Project

 

In 2009,China Export-Import Bank and Airports of Mauritius Co. Ltd (AML) entered into a concessional loan agreement for Mauritius SSR International Airport Expansion Project.

 

In 2010, afteraninternational biddingexercise, China State Construction Engineering Corporation Ltd. (CSCEC) was awardedtheEngineering, Procurement and Construction(EPC)Contractfor SSR Airport Expansion Projectas the Main Contractor.

 

Startedin March, 2010, more than 1000 engineers and workers from China, France and Mauritius, overcame various kinds of difficulties.After three persevering and diligent years of working, a modernized internationalPassenger Terminalhas taking shape and rises from the Island, realizing the dream of a century.

 

Coming into operation since September 2013, catering for up to 4.5 million passengers a year, thus doubling the capacity of thetraffic, This Terminal Buildinghashada great impact on the Island's economic growth.The airport sector contributes about 15% to the country's Gross Domestic Product (GDP) and has created more than 7,000 jobs in Mauritius (AML data 2013).

 

During the two years maintenance period, engineers of the Main Contractor, CSCEC, and engineers of Airport Terminal Operations Limited (ATOL), have cooperated closely and provided reliable technical support for airport's maintenance and operation. Not a single flight was delayed because of the problems of quality/maintenance.

 

Airport Council International (ACI) has recently released results of Airport Service Quality (ASQ) Awards 2014. The Mauritius International Airport, has won 3 Awards namely Best Airport in Africa, BestImprovementAirportin Africa andSecondBest Airport inthe category of2–5 million Passenger., according to ACI's ASQ passenger satisfaction survey.

 

With the flouring of Mauritius tourism development, SSR International Airporthas becomemore and more important for the island's economy and international influence.

 

Mauritius Airport Expansion Project, features like the "traveller palm" styled envelope,equipped withhi-tech Mechanical, Electrical & Plumbing technology, and a variety of advanced airport equipments.The Main Contractor (CSCEC) and the Employer (ATOL) had discovered these problems duringthetwo years maintenanceperiodand had monitored and worked outthe remedialwork. CSCEC has maintained a strong maintenance teamonsite to correct any discovered defect work since the handed over of the project in May, 2013. CSCEC have also attended all weekly meetings for the maintenance. Though the 2 years defects and liability periodwasover in May, 2015,CSCECstill continuesto rectify any defectencountered. The defects have been scheduled to be rectified by September/October, 2015. This showsthe seriousness ofCSCECto leave no stone unturned by being a very responsible contractor.

 

CSCEC being the largest construction conglomerate of the world, has a strong presence in more than 50 countries and regions, gained a turnover last year of about 200 billion USD, and ranked at 37th position in Fortune Global 500 companies at the end of June, 2015.

 

In Africa, CSCEC has finished the main stadium of 11th African Games (2015) – Congo Brazzaville Stadium Center Project,Mozambique National Highway Project (N1), and Algiers Houari Boumediene International Airport, all regarded as the friendship symbols by local citizens. The new iconic office building and conference center for Africa Union in Addis Ababa aided by China Government, open in January 2012 is another well-known iconic project that witness the friendship between China and African countries.

 

CSCEC always wanna act as the contractor of friendship between China and Mauritius. In November 2012, to help a kid who suffered leukemia,CSCECdonated one million rupees to help her take treatment in France. Also in December2013,CSCECdonated around 340 million rupees to 16local charityorganizations.In 2014,CSCEC donate 180 million to help develop education, health, sports and etc.

 

Solving all the defects and provide full maintenance support to the Employer, all indicating that CSCEC is a Responsible and Competent Contractor
