Le leader de l’opposition est revenu sur l’affaire qui secoue actuellement la direction de la Banque de Maurice (BoM). Situation qu’il décrit d’inacceptable.

Paul Bérenger rencontrait la presse, cet après-midi du 27 novembre, pour faire le point sur l’actualité de la semaine. Il a aussi commenté la situation à Air Mauritius et dans l’industrie sucrière. Il a, par ailleurs, promis une PNQ aux étudiants du Council of Legal Education (CLE).

Le leader du MMM est indigné par les événements qui secouent la BoM et qui ont défrayé la chronique, cette semaine.

D’abord, le leader de l’opposition revient sur la raison qui a poussé Suren Dayal a posé une question parlementaire sur le Gouverneur de la banque en l’absence du Premier ministre, qui est directement concerné par la nomination de Rundheersing Beenick.

«A chaque fois que Dayal a une question sur Bheenick, il attend que Navin Ramgoolam soit absent pour le faire. Il y a aussi le langage que Dayal et Sithanen utilisent. Ce n’est non seulement honteux mais surtout de la lâcheté», affirme-t-il.

Il déplore aussi la déclaration de Bheenick à l’agence de presse Reuters, à l’effet qu’il avait mis le Fonds Monétaire International au courant de la situation à la BoM. «Maintenant, on lave le linge sale sur la scène internationale», s’indigne le leader des mauves.

D’autre part, «la conférence de presse du conseil d’administration de la BoM sur les trottoirs devant la banque relève du cirque» est aussi dénoncée par Paul Bérenger.

«Maurice est devenu la risée du monde entier et la crédibilité de la BoM est complètement détruite», conclut Paul Bérenger.

The setting-up of a FFC to enquire on certain malpractices at the BOM raises two issues: (a) is there abuse of authority, whether perceived or real, at the central bank, and (b) what are we doing to preserve the independence of the Central Bank. What is at stake here is not only the fate of the governor, but also the independence of the bank. If the governor has abused his authority, he will suffer the consequences. But the question is: why single out the governor for abuse of authority when we know that so many other mandarins in the public sector are guilty of abuse of power? One should be blind or biased to deny that abuse of authority exists in other institutions that manage public assets. Future events will tell whether we are trying to get rid of the governor because of his perceived abuse of authority or because of his independence. It is true that his outspoken defense of the bank’s monetary policy has ruffled feathers at the ministry of Finance, who wants total control over fiscal and monetary policy. We know that the present minister of Finance has in the past criticized Central Bank governors such as Basant Rai and Dan Maraye when they were only doing their job. He has a history of conflicting relationship with any Central Bank governor, when he is in the opposition or in government. The independence of the bank is critical in our parliamentary democracy. If the bank loses its independence, then all the remaining checks and balances that exist in our system to prevent abuse of power by the government will be in jeopardy. What some people fail to understand is that the attempt to curtail the bank’s independence is part of a broad strategy to centralize power in the hands of one person against all the standards of good governance (transparency, accountability, arm’s length dealings between institutions).

Bheenick is a political appointee --- nothing new. So for a party at BOM he can spend 25 million rupees, Spend 10 million rupees in 3 months for foreign travels, be in foreign lands 5 times more than the Foreign Minister. Never in the History of Mauritius has any BOM board outvoted its Governor! Bheenick DID IT. GREAT. Bheenick as Minister of Minister of Finance did MISLEAD the House regarding amount the BOM then granted to the MInistry of Finance --- just to lay the blame on Others. And Suren DAYAL who brings all Bheenick's excesses to light is an apportunist. For your information Rahul Khan, all matters related to setting up of a Fact Finding Committee are discussed in the Cabinet first and the PM was present at the Cabinet meeting when the FFC was decided upon. I take it that there is a TROU de memoire in Paul's head far bigger than another TROU.

Now believe me it’s not only GODOT and his brain dead ‘militant koltar tas lor koltar’ who are appalled by the disgusting situation at the BOM...certainly not. And this guy ‘ki ti pe kas disic lor la tete’ and paraded as his prized possessions the two OBNOXIOUS TURN COATS ...NAIDU & LESJONGARD who betrayed the people who voted for them is as USUAL CLEANING THE MIRROR RATHER THAN THE MUCK ON HIS FACE. ...the eternal ‘donère lecon’. Berenger and his fans are strange BEDFELLOWS. If you want to see someone who is, literally, consumed by DELUSION, watch Berenger every Saturday at his press conference and marvel at the skin-crawling level of sycophancy around him. HIS POODLE, Bhagwan, on his right with a permanent grin on his face to reassure his master. On his left you have Luthmeenaraidoo’s hideously gurning, dry-eyed face. And behind you have a collection of pathetic ‘rodère boute’. And what about BERENGER? Well ...he honestly believes he is a John Kennedy, Winston Churchill, Mahatma Gandhi and Nelson Mandela all in one. And I can see a couple of PIGS flying passed my window.

Mais ou est passer le VOH ne me dit pas parce que c est un Hindu qui est mise en cause il ne font pas la queue devants casernes pour deposer des plaintes ou defoncer la porte de la banque de Maurice

I understand Paul fully. S Dayal did what the opposition ought to have undertaken long time back. Paul knows fully that Manou is taking himself to be a MINI-KING and acting like one. Suren inn tire mange Paul. Hence in the eyes of Paul, Suren Dayal is a ..... WE ALL understand your game Paul.
