Les nominations à Maurice reposent essentiellement sur des critères politiciens, ethniques ou claniques. L’épisode Kalyanee Juggoo, du nom de la PPS qui est frustrée de n’avoir été nommée ministre lors du dernier remaniement, apporte une nouvelle démonstration de cette triste réalité.

Voilà une politicienne qui, pour satisfaire ses aspirations ministérielles, n’hésite pas à se livrer à un chantage pour faire pression sur le Premier ministre.

Il est même allégué qu’elle aurait orchestré des manifestations de rue.

Ce n’est pas très flatteur pour le pays. Après l’attribution d’un maroquin ministériel aux transfuges Jim Seetaram et Mireille Martin, c’est au tour de la députée Kalyanee Juggoo d’user d’arguments peu convenables pour convaincre le chef du gouvernement de lui donner une place au Conseil des ministres.

Elle en fait une question d’orgueil et se dit «blessée» par les dernières nominations. Elle n’invoque, à aucun moment, son bilan. Mais la compétence ne compte-t-elle pas quand on sollicite une place au sommet de l’Etat ?

Il faut reconnaître que ni le Premier ministre actuel, ni ses prédécesseurs n’ont attaché de l’importance aux mérites propres des membres de leur équipe au moment de constituer leur cabinet de ministres.

Aucun Premier ministre n’a jamais sanctionné, non plus, un ministre au motif qu’il assume mal ses responsabilités. La compétence et la rigueur ont toujours été sacrifiées à l’autel du clientélisme et des considérations politiciennes.

La situation est d’autant plus compliquée pour Navin Ramgoolam que son gouvernement est affaibli depuis l’éclatement de l’alliance au pouvoir. De constantes intrigues, reposant sur des stratégies de surenchère et du marchandage, vont être élaborées en cette période où la majorité gouvernementale est précaire. Les politiciens les plus opportunistes vont tenter d’obtenir, soit par le lobbying, soit par la pression de la rue, des avantages auxquels ils n’auraient pas droit en temps normal. Et, il est probable que de plus en plus d’incompétents soient propulsés au devant de la scène.

Dans quelques semaines, Kalyanee Juggoo rentrera sans doute dans le rang car le Premier ministre saura trouver la formule pour la faire revenir à de meilleurs sentiments. Mais il reste quatre longues années avant les élections et bien d’autres demandes pleuvront...

Standing at the UN lectern holding up Chomsky's Hegemony or Survival, Chávez’s “I can still smell the sulphur left behind by the ‘devil’ George Bush” was memorable. Ti-Ramgoolam is no Chávez. But after the leak of his meeting with Stephen Schwartz, in my estimation, Navin has gone from pissant PM to pistolero PM. Well almost. Anyway, as PM of a non-aligned sovereign nation, why shouldn’t Navin choof on a cigar when meeting an envoy if he chooses? What, did we expect him prostrated on all fours, tongue-out before the empire’s envoy? He’s at home, in his country, why shouldn’t he feel comfortable enough to jest about his newfound ‘best mate’ Chávez, if he wants to? And why shouldn’t he raise his concerns that the US are sending mixed signals on democracy by not recognizing Hamas after that party won a free and fair election? Why not? Okay, let’s not get too carried away with the delusion of democracy in this neck of the woods; Mauritius is a country run by gangs and factional warlords and rats of racism and religion and, at the moment, Navin just happens to run the biggest gang. That’s it. Get rid of Navin, then what! There’s a long line of Navins waiting in the wing. Our dog-eat-dog system is rotten and it brings out the worst in us. But if we can’t change man’s nature, then we must at least try to fool proof the system to protect man against himself. Otherwise we’re just recycling the gangs of Mauritius.

Maroquin ministériel aux transfuges/ Upon analysis of what been taking place regarding the horse trading exercise for giving Ministerial posts, the case looks similar of what brought the riots on the streets in Britain. A "me first" culture - and accepted Labour must share the blame for creating it. Commentators linked the riots to a wider collapse in social responsibility exemplified by the banking crisis and MPs expenses scandal. Britain’s prime minister has also spoken of a collapse in personal responsibility and has claimed parts of Britain were not just "broken" but "sick”. We need responsibility right through our country - responsibility is the most important word in politics. The breakdown in social order that is also occurring in Mauritius showed many people had lost their sense of right and wrong and there is a "me first" culture. There is an issue which went to all our souls - this is an issue not just about the responsibility and irresponsibility we see inside political circle. "It's about irresponsibility, wherever we find it in our society. This “me first” culture gets the favourite word of contagion; previously applied to the financial meltdown. Are we also suffering as a result of a breakdown in society which has festered for a long number of years and is now out of control? We are told that meeting between the party leader and the aggrieved honorable would soon be sorted out! As ever we will not be informed upon the terms and conditions for pacifying the belligerent people’s representative. Our society has suffered a great deal of damage over years of neglect during which a culture of selfish me-first behaviour has proliferated. Meanwhile, although delusions of grandeur persist, Mauritiu’s economic powers and influence are greatly diminished and our old-fashioned political and government systems are ineffective. We are wrestling with all these local problems in the middle of a global financial crisis, with markets in freefall and superpowers locking horns in a futile trial of economic strength. We can pretend it is happening in another world but looking closer everything is happening right on our doorstep. Angry? That doesn’t begin to describe it

Just came from Uganda, The President has to name politicians ministers just for the sake of maintaining stability. Hence for the first time I have seen the following: Minister without Portfolio!!!!!! Officially in the Ugandan National Assembly!!!! I can see the shame (sorry same) in Mauritius soon...
