C’est parfois lassant.
Année après année, le directeur de l’Audit ne manque de relever les manquements graves dans la gestion de l’argent public.
Un exemple parmi tellement d’autres, qu’illustre le titre tellement évocateur de lexpress.mu : « Des millions jetés dans les égouts par manque de planification ».
Cet article nous apprend que les différents projets de tout-à-l’égout initiés par le ministère des Services publics engendrent des centaines de millions de roupies en coûts additionnels.
Le truc ? D’une simplicité étonnante.
Le directeur de l’Audit relève des réclamations supplémentaires de plus de Rs 500 millions de la part des entrepreneurs, ceci à cause d’un manque de planification dans la mise en œuvre des réseaux de canalisation d’eaux usées à Baie-du-Tombeau et aux Plaines-Wilhems.
Avec un même système apparemment de captation d’argent pour le tout-à-l’égout censé desservir la zone économique JinFei à Riche-Terre.
Le contrat a été alloué à Sotravic en décembre 2009 en urgence En urgence…
Mais un an plus tard, les promoteurs chinois informent les autorités qu’il n’y avait aucune urgence.
Bilan : Rs 66 millions ont déjà été versées à la compagnie à ce jour alors que Sotravic réclame Rs 4,1 millions supplémentaires pour un manque à gagner sur le projet.
Et si on évitait une répétition du système pour le rapport de l’Audit en 2012 ?
Par exemple à propos des travaux visant à relier Mare-Longue à Mare-aux-Vacoas…
Imaginons un scénario simple : étant donné le manque d’eau dans ce grand réservoir, il faut bien que les travaux se fassent rapidement, pour pouvoir être achevés en septembre.
Des questions simples : - Y a-t-il ce qu’on appelle des accelerated costs pour ces travaux ?
- Comment se peut-il que personne n’ait songé dans le passé à établir la connexion entre ces deux réservoirs ? Ce qui n’aurait entraîné aucun frais supplémentaire dû à l’urgence de la situation…
- Et si demain on apprenait que ces travaux, qui coûteront quelque Rs 82 millions, ont été mal entrepris et que, par exemple, l’eau reste stagnante à cause du dénivellement de huit mètres entre Mare-Longue et La Marie distants de 5,4 kilomètres, soit 1,6 millimètre par mètre ?
Pour éviter que le directeur de l’Audit ne vienne nous démontrer que là aussi, il y a eu manque de planification (ou pire), ne serait-il pas souhaitable d’instituer une enquête ?
D’autant plus que les questions parlementaires n’attirent que des réponses approximatives, si elles ne nous induisent pas en erreur.
Comme la dernière de Maya Hanoomanjee qui, répondant à Rihun Hawoldar, à propos de deux bourses de formation en Cytoscreen, à l’Institut de Brux, a déclaré que les boursiers sont détenteurs d’un BSc en biomédical.
Or, selon le site de cet institut, il s’avère que, justement, cette formation est destinée à des stagiaires de niveau BTS/DUT, soit ayant fait deux ans d’études.
Comme la candidate évincée…

Having come across official motorcades in Mauritius (and been stuck behind Beebeejaun's near St Martin/Roches-Brunes a couple of years ago), London, Washington, Brussels, Geneva and Zurich, I can say that the Mauritian convoys rival the US ones. The European ones are poor, if not non-existent, by comparison.
At my employer's annual conference a fortnight ago, the junior Treasury minister came by black cab and the deputy governor of the Bank of England walked.

If you think these guys and gals are bad on the island, you should see them in London when they are drumming for investment or, usually, disguising a private visit with some very very minor business. Their arrogance, ill-founded and ill-judged snobbery, and bombastic English know no bounds, much to my amusement and those of (the) non-Mauritians in attendance. Needless to say, the Mauritians lap(ped) this up, not realising what fools they are/were making of themselves.
At a recent event, addressed by one of the deputy great leaders, I offered the use of contacts, my employer and employer's premises for promoting Mauritius to a City audience. I was rebuffed as, apparently the High Commission and BOI, can manage and don't need assistance.
OK, no big deal for me. Lo and behold, they contacted me a fortnight ago, wanting help with making contacts in Switzerland, where I often work.
Until, of if, I introduce myself, no one thinks, or knows, that I am a Mauritian. Returning to your question regarding a separate water, waste water, and irrigation authorities: too many idiots want to promote themselves from first division to champion league arse lickers and as there are not enough parastatal organisations to go around, you simply subdivide them and immediately you have created 6 more chairmen and directors, plus those in the second division who will simply become board members. Those in the third and fourth division will benefit from the love that they show individual ministers by becoming taxi drivers, security officers in casinos, or ninport ki job dan gouvernman.... Now, to the blog itself : I have to say it is another masterly appraisal by Iqbal Kalla of a terrible situation in our country which would put a banana republic to shame. And the worst part about this? Not one question has been tabled by Berenger and his cohorts on this long list of waste, inefficiency, unaccountability, and bare faced thieving! I was expecting Berenger to at least come up with his usual,unconvincing attempt at showing anger and outrage and exclaim for the nth time(but without ever doing anything about it subsequently) 'ena case la polis ladan! Iqbal highlights two areas of unconscionable waste by those who are supposed to be serving us by properly looking after taxpayers' money: Waste water and CWA, two departments run by possibly the worst ever minister we have had since independence, 'Doc' Rashid Beebeejaun, and who owes his Deputy minister title entirely to the sad, incongruous state of affairs in a socalled secular democracy which persuaded Ramgoolam to appoint him in order to garner the 'Muslim vote'. We are constantly reminded that we are facing a terrible drought situation and Doc has still not used his powers to order the drastic measures needed to save water, like banning the use of water for washing cars and a hosepipe ban.
