Le gros nuage de l’opacité obstrue tellement le ciel mauricien qu’il nous est difficile de croire que la déclaration des avoirs des élus du pays répondra aux grands principes de la bonne gouvernance et de la transparence. «L’ambiguïté» que relève Navin Ramgoolam sur cette question ne masque pas, cependant, le fait qu’elle demeure, en quelque sorte, un tabou à Maurice. L’opinion publique pourrait, elle, facilement manifester son légendaire scepticisme dès qu’il s’agit de mettre sous la lumière du jour les privilèges des nantis de la société mauricienne. Elle n’aurait pas tort.
Ce n’est pas jouer les Cassandre que de prédire une telle réaction. L’île Maurice est tellement habituée à évoluer dans le clair-obscur dès qu’il s’agit d’irradier sous une ombre lumineuse la fortune de nos dirigeants, qu’ils soient du secteur public ou du secteur privé, que nous avons fini par tenir pour acquis qu’il y a des informations qui, même si elles doivent être considérées comme étant d’intérêt public, relèvent automatiquement du privilège de la croix.
Il est des réflexes, et leur bastille de plus de 40 ans d’indépendance, qui sont difficiles à ébranler. C’est le grand roman d’un pays qui s’écrit avec l’encre de la pénombre. Certains en profitent pour thésauriser des pactoles, d’autres pour se livrer à des pratiques déviantes. La crise de confiance dont souffrent les Mauriciens sur ces questions ne date pourtant pas d’hier. Au fi l des décennies, ils ont appris à vivre dans des zones d’ombre.
Certes, il existe la Declaration of Assets Act. Si les élus sont contraints de déclarer leur savoirs, ainsi que ceux de leurs épouses et enfants mineurs à la Commission anti corruption (ICAC), ces informations n’ont pas pour autant été déposées à l’Assemblée nationale. C’est ce qui amène le Premier ministre à évoquer des «ambiguïtés» pour expliquer le fait que ces déclarations n’aient pas été dirigées jusqu’au «domaine public» jusqu’ici.
Des «ambiguïtés», ça se lève plutôt facilement lorsqu’il y a une réelle détermination en ce sens. Mais, ce pays n’a jamais connu de grands déballages publics. Pas de grands coups de sabots dans la fourmilière sonnante et pétante de nos puissants. On s’y est fait. De toutes les façons, on ne déshabille pas ses héros. Ce sont des personnes exclues de la peine infamante.
C’est là que nos dirigeants politiques doivent nous donner tort. Pour cela, il suffi t d’un peu de volonté et d’une grande honnêteté.

What can steer the teacher away from the temptation of extra cash for private tuition? Why do we, parents , continue to ram it into our children’s heads, in all sorts of foreign languages, that they need to aspire for power, position, wealth , fame …as our politicians, so-called professionals and what have you. . The corruption is in our blood…and the heart of our society. For those who have made it their Jihad to cleanse our society from its corruption I say, “good luck”. Mauritians and journalists are not as dull as you feel, they do take note and ask questions,
but Mr Ramgoolam, is an intelligent individual, a is a tough nut to crack when he has made
comments of uncertain nature intended to mislead. He has marked the cards of the reporters of
lexpress who won't give up. Parliament is not a Court of Law, MP have parliamentary privileges
which I gather means parliamentary immunity, members commonly use yah and nay.

In a democratic country using ambiguous languages at parliament specially when answering PNQ's, should be forbidden because it is a diversion for not telling the truth. Before a court, before answering questions one has to swear not to lie. Answering with " yes,but " or " no,but" is not allowed. It must be yes or no. If the PM allows himself make use of ambiguity as a diversion in answering questions, then not one word spoken should be credible. Journalists should note every single word and Mauritians could crown Navin Ramgoolam as the guy who does not speak the truth.... With MedPoint ,NeoTown etc, which is which is a XXL, super or mega scandal, I wonder how the President of Singapore can praise Mauritius for its democracy. He should have looked behind the curtains and just only say " thanks" for what he has seen and the warm welcome. Declaration of Assets Act./ opening a new chapter for combating corruption among public officeholders, calling for a review of the Assets Declaration Law, to include spouses and children of such officeholders. The aspirations of many citizens just fizzle out. Why should Mauritius ever try to create bright front shop window but carry dark deeds in the backyard. Are we a nation of Laisser faire? Will there ever be a Mauritius Spring Time-like the ones taking place so rightfully in the arab world. Mauritiu's Asset Declaration, as exist today is impossible to determine whether a public officer has acquired disproportionate asset. It is necessary to make verification of assets open and easy. Mere declaration of assets is eyewash and there must be some institutional mechanisms to cross-check whether what is declared is correct. I do not believe that mere declarations are enough as the declaration of assets is not an end in itself; it is the submission that we develop a new mechanism to monitor such declarations to compare the income of a person against his declared assets. This is the only way we can check and charge public officials of illicit enrichments if they are deemed to live above their modest means and brazenly acquire property and asset, so that illicitly gained assets can be traced, frozen or forfeited. It has become fashionable to ask of proof of corruption among public officeholders. Any average citizen of the Mauritian Republic would described Mauritiu's Assets Declaration Regime as “too weak to be useful, and identified some features of Bad Assets Declaration regime as difficulty of accessibility to the asset, real impossibility to verify information, long coverage period to many exemptions and placing wealth and property in the name of relatives and children. Assets Declaration is only one crucial aspect of fighting corruption, Education is crucial for the fight against corruption, while work to be expedited on the Right to Information Bill to be made an effective tool in the process of Assets Declaration. People entrusted with the responsibility of checking assets must have impeccable credentials.

replies are open to two or more interpretations of uncertain nature or significance intended

alleged misconception of his comments.

The Bank of Mauritius,thanks to being abreast with a state -of- art information technology, now keeps record of loan defaulters .
If we are sincere and genuinely want to strive to have a clean Mauritius,can we go on tolerating legislators or high public officials who are side by side loan delinquents? | |
