On a rarement vu quelqu’un démontrer autant de résilience en politique qu’Anil Bachoo, nouveau membre de l’exécutif du Parti travailliste.
A preuve son exemplaire parcours politique.
Candidat travailliste pour la première fois à un scrutin au niveau national en 1982, au N° 7 face à Anerood Jugnauth, il ne recueillait que 24% des voix. Pour presque doubler son pourcentage cinq ans plus tard au N° 9, en tant que leader du Mouvement travailliste démocrate (MTD) allié au MMM. Il ne fut pas élu les deux fois, se classant à la quatrième place.
Toutefois, il s’installa pour de bon au N° 9, y étant élu, toujours en tant que leader du MTD, mais avec le soutien du MMM et du MSM, en 1991 avec 60% des voix. Sa carrière connut une parenthèse – insignifiante - en 1995, quand au sein de l’alliance MSM/RMM, il fut battu.
Ce n’était que pour mieux rebondir : en 2000, il augmenta son pourcentage pour parvenir à 65 pour cent. En 2005, seul contre l’alliance MSM/MMM, comme leader du Mouvement socialiste démocrate, il ne put que réaliser 60%, mais toujours à la première place. Et ce n’était que pour mieux asseoir son emprise dans cette circonscription pour parvenir à 66% en 2010.
Le fastidieux exercice qui précède est important pour démontrer qu’Anil Bachoo ne correspond pas du tout à ce qu’a voulu faire accroire Paul Bérenger.
Car si ce dernier a un défaut, c’est bien de ne pas savoir juger de la vraie valeur des gens, alliés ou adversaires. Rétrospectivement, on se rend compte qu’il avait eu tort de dire d’Anil Bachoo qu’il est «intellectuellement limité».
Au contraire, Bachoo est fin, habile, rusé ; il a le sens du sacrifice – sabordant d’abord le MTD puis le MSD - a un flair extraordinaire en politique, et sait séduire et conserver son électorat.
On voit venir les mauvais esprits qui diront qu’il n’a rien accompli de particulièrement marquant dans les différents postes ministériels qu’il a occupés.
Pourtant cet homme pourrait devenir un sujet d’étude pour un étudiant en sciences politiques ou en sociologie.
Un éventuel mémoire nous permettrait de comprendre comment un brasseur de vent arrive à fidéliser un électorat ; à quel niveau est descendu le manque de discernement de nos concitoyens quand il s’agit de choisir leurs élus et pourquoi sont impossibles nos rêves de faire dégager les profiteurs, à l’exemple des Tunisiens ou des Egyptiens.

Dans un pays où le communalisme, le castéisme et le tribalisme sont les principales considérations des électeurs au moment où ils vont aux urnes, il ne faut pas s’étonner que des individus sans envergure soient élus aux dépens des candidats autrement plus compétents ou cultivés. Certes, on peut arguer que ces considérations devraient jouer en faveur des candidats du gouvernement sortant aussi bien que de l’opposition car elles coupent à travers les partis. Ce qui explique l’avantage compétitif de certains, c’est que, en sus de leur base communautaire, ils savent utiliser les leviers du pouvoir pour cajoler leur électorat par des actions clientélistes très ciblées (rénover l’infrastructure de la circonscription, créer des sinécures pour des agents électoraux, faire obtenir des contrats juteux aux petits copains et bailleurs de fonds). Ils exercent une proximité sans faille avec l’électorat, s’identifiant avec leurs mœurs religieuses et culturelles, parlant la même langue ancestrale, adorant les mêmes divinités, marchant avec des pèlerins dans la rue, s’arrangeant pour faire doter les moindres chapelles de la circonscription de toutes les facilités nécessaires et se posant en prédicateurs de circonstance lors des fêtes religieuses. C’est une manière de faire de la politique qui ne s’embarrasse pas de scrupules ni de considérations d’intérêt public. Ceux qui veulent faire la politique autrement, c’est à dire en pensant aux grands enjeux nationaux du développement durable, ne peuvent concurrencer les politiciens dont la vision ne dépasse pas le cadre étroit de la communauté ou de la circonscription. | | | yasin | | | I knew he was gonna end with a twist. «intellectuellement limité»./ A pattern emerges when one follows the actions and policies of politicians. Identifying this pattern does not take years of study at the world’s finest universities. Politicians are merely human and therefore fallible. True. They can fall into the same traps and temptations as anybody. In fact, they do to a far greater degree. In fact, there have been many writings that document the poor records of politicians as citizens. Is it the nature of the position? I don’t think so. It is the nature of the individual who would covet the position of career politician. For one moment think about the words – career politician. For an individual to want to make a career as a politician it would imply that he wanted, for some reason, to decide how others should live. Not only that, he would believe that he should be granted the authority to decide what is the common good, plan others lives . What kind of person thinks this way? What is the nature of such a person who would want to be a career politician or a lifelong party leader? There was never a golden age and it is possible to find quotations in almost any decade deploring the low standing of politicians. However, the challenge to politicians now is different both in kind and in scale, and sufficiently serious as to cast doubt on the legitimacy of representative politics in office. I am not seeking to defend the conduct of many politicians: indeed, their excesses and weaknesses are a major part of the problem. By and large, most politicians are not in public life- Of course, ego and vanity play a part, often a large part. There is no quick formula for restoring public confidence in politicians. Voters are no longer content to leave MPs alone between general elections. They want to be heard, even if they do not want to be directly involved in regular decision-making. The internet makes possible much closer consultation, and two-way dialogue. But more is needed, more importantly, by individual MPs and peers. This is a matter of language, culture and behaviour. In Europe many MPs already run active and informative websites. These should be the norm. The Mauritian Informatics Society could be active in working in creating and supporting Politicians of the Blog, a kind of an entertaining and informative site about what happens in Parliament.
