L’abus de pouvoir s’attaque à un des fondements de notre république, l’égalité des chances. C’est pour cette raison qu’il ne faut pas banaliser les excès des élites du pouvoir. Tapis dans les hautes sphères, un grand nombre de prédateurs s’octroient des privilèges indus. Par lassitude, l’opinion traite de ces affaires, le plus souvent, avec légèreté. Ce n’est pas le cas dans les pays qui respectent les pratiques de bonne gouvernance.

Exemple de ce qui peut arriver dans un pays plus avancé démocratiquement : l’ancien patron de la Thaï Airways a eu à quitter son poste parce qu’il a osé transporter un excédent de bagages lors d’un vol effectué sur un avion de sa compagnie sans payer les frais réglementaires.

Un tel comportement n’aurait scandalisé personne à Maurice. Des abus de ce genre sont fréquents ici. Après la révélation du scandale, le Président exécutif de la compagnie nationale thaïlandaise a non seulement été contraint de démissionner mais s’est vu présenter une facture de $ 6 000. C’est ce que rapporte le quotidien Bangkok Post dans son édition de samedi dernier. Il faut préciser que le syndicat des employés de la Thaï Airways a fait pression afin que le coupable paie pour sa faute.

Malgré cela, aucun dirigeant syndical de l’entreprise n’a été licencié ou suspendu. Sur ce point également, il y a des enseignements à tirer pour nous. Les puissants du jour doivent comprendre que tout n’est pas permis dans une démocratie. On imagine mal un dignitaire mauricien poussé à la démission parce qu’il est impliqué dans un scandale de bagages excédentaires.

En fait, l’opinion publique s’accommode très bien des billets gratuits ainsi que des surclassements que la compagnie aérienne nationale offre aux personnalités de l’establishment. On peut citer une série d’autres d’abus qui nous laisse indifférents mais qui auraient choqué l’opinion publique dans des pays plus soucieux que nous des normes de bonne gouvernance. Ils vont du passe-droit, dont bénéficient les puissants pour obtenir un traitement plus rapide dans un service public, à des cas de corruption aggravée.

Ces coutumes sont beaucoup trop ancrées dans nos moeurs pour qu’on s’en indigne. Nous ne pouvons ignorer le fait que les pratiques abusives des potentats de Maurice sont liées à l’affaiblissement des syndicats de la fonction publique. Quand un petit fonctionnaire, ou cadre d’un service parapublic, se retrouve face à un favori du roi, il s’exécute, même si celui-ci réclame une faveur totalement déraisonnable ou illégale. Le fonctionnaire n’aura pas assez de courage pour dire non et son syndicat ne le soutiendra pas s’il est licencié ou transféré de manière punitive.

La propagande gouvernementale se vante que sur le plan de la démocratie, Maurice occupe une place prééminente dans des tableaux où figurent des pays de la sous région. En poussant un peu plus loin la comparaison, jusqu’à la Thaïlande par exemple, on découvre la réalité.

The reason why officials believe they have divine powers in Mauritius can be explained by one simple fact. Here is an aricle treating of a subject that should concern us all as mauritians. And only a handful of readers have commented, in a country with over 1 million plus inhabitants. Assuming one quarter have access to the internet, and half of that quarter browses l'express online, how is it possible only ten to twelve readers have commented on this blog. We won't ask how many readers who have commented are not living in mauritius at the moment. Bleak future!

I have read with interest the article on Dean Tirvengadum (link copied). Here is a guy who is doing his job and guess what, he is going to face sanctions in his own party because he is embarassing his party's bed partner. Those municipal councillors are verging on madness. Publicly admitting that someone who chooses to look out for the interest of the inhabitants and tax payers of Beau Bassin/ Rose Hill should be made to stop asking questions! That's why Dean Tirvengadum is a councillor! He is doing his job. I am proud of you mister. Mauritius needs people like you, you are an example to us all.

Abuse of power is not an exception to the rule in Mauritius. Rather it is the norm. Abuse of power in our country is not a figment of the imagination of some thinking intellectuals. Nor is it an unfounded claim made by political opponents. Actually, under Labour, there is a pattern of abuse of power from political masters to the mandarins in public institutions. Abuse of power has become so systemic that it has made a mockery of the rule of law. Abuse of power is deeply rooted in our system because our so-called parliamentary democracy concentrates so much power in the hands of our leaders that they behave as divine monarchs. Our opposition is so fractured and weak that it cannot hold the government to account. There are no checks and balances in our system of government to curb the powers of the executive. The President rubber-stamps the government’s decisions. Oversight agencies such as the Director of Audit, the Public Accounts Committee and the Commission of Human Rights cannot enforce their recommendations. All the “contre-pouvoirs” have been intimidated into silence. Trade unions have been marginalized and their leaders are suspended or fired from their jobs if they criticize the bosses. Public opinion leaders are afraid to talk and those who do have to resort to a hunger strike to make their voice heard. The independent media is facing growing hostility from the government while one paper is deprived of government advertising revenue. Civil society has been split into a multitude of ethnic lobbies that pursue selfish political agendas. Most intellectuals have given up their right to critique or have become boot-lickers in the pursuit of material gains. When all of us want to become loyal subjects of the kingdom, then democracy disappears.

Please allow me to share my views on the ' Ringadoo affair ' and in particular on the opinion of Ms Deepa Bhookhun in Express of 22 Jan 2010. That lady is insulting the intelligence of Mauritian readers when she claimed without a shadow of doubt the following : 1. ' Nothing in the world is going to make me believe that a board member paid for his ticket and that of his wife ' How on earth can you be so certain that Mrs. Ringadoo was travelling freely (gratis) on that referred flight ? Have you got a crystal ball home or are dataprotection act and codes of clients protection being breached at Air Mauritius to leak information to the press? There is a Fact Finding Committee precisely to establish the facts and there is no urgency for you to draw any conclusion. Speaking of adage in your article , please allow me to quote you one : ' Only FOOLS rush in '. In one of your previous article you stated you were fined for driving over speed limit. Again Madam, Fools always rush. 2. ' The best possible thing they ( Government ) could do at this point is to sack Raj Ringadoo ' You arrived at this conclusion based on comments you read on lexpress.mu blogs which according to you received only articles detrimental to Raj Ringadoo. Have you verified the comments of clients on the website of Air Mauritius ? Do you know that 99% of comments blame the services on board of Air Mauritius flights?. Who are paid to provide those on board services ? Board members or passengers? Now you want your readers to believe that no client has voiced any opinion blaming Air Mauritius in lexpress.mu blog? 3. Your negative thought on a Fact Finding Committee and the appointment of a high calibre Chairperson like Mr. Robert Ahnee. (A) who are you to condemn a national company or any party for that matter to set up a Fact Finding Committee to provide valuable information for Management decision taking? Do you have any Management expertise or experience running an enterprise ? Little knowledge is very dangerous. (B) how do you know that Robert Ahnee is not doing it for cheap or at going market rate? Your article associates the name of Robert Ahnee with extorsionate rate of service fee. You are insulting an ex judge who by any standard code of ethics has to put service before self. Many organisations call for his services which means they are getting value for their money. And then who tells you that Robert Ahnee is not doing it as a good gesture towards the national airliner?. Your petty bias mindedness , gentle lady is appalling.

A maurice la presse en generale faire beaucoup de commentaires sur l actualité, surtout politique ou sinon reprend bann unes des journaux a l etranger. Quand nous pou gagne l occasion trouve bann journaliste d investigation au premier plan evoque bann sujets qui pou eclaire les mauriciens. Li ti pou interessant si l Express e Mauricien ( MBC c pas la peine ) de revenir sur les paradis fiscaux. Voir l article du Nouvel OPS no 2359 du 21 au 27 jan 2010. Eva Joly accuse .... - mo invite bann lecteur consulte sites www.taxjustice.net - Stop Paradis Fiscaux, OCDE etc - pas très fier de Maurice- Eski l Opposition parlementaire a un avis lor la, Ki commentaire Ministre des Finances et le Premier Ministre- Sa zafer la pe deroule depi longtemps et peut etre que l ex Juge Eva Joly pe rode eclaire nou kelke part. Society can’t sit back and wait for the few to shoulder the burden of the many and still expect perfect justice for an imperfect citizenry. That’ll never happen. Abuse of power is the going price for our apathy. That abuse is known as representative democracy where the majority get to trample on the rights of the minority. Wonderful system! And soon, we’ll get the privilege to choose which of the political elite will govern our lives – and look after our money – for the next five years. May I suggest we give them a two-thirds majority and more power to enable them to look after our interests better!

the solution to all this is simply to kick out Navin and all his chamchas from power. Whoever Navin has appointed they have messed up: Chady-Valayden-Ringadoo-Richard Duval-CEO MBC-Chairman Air Mauritius ( hedging scandal)-Chairman and CEO State trading Corporation-Chairman and CEO Enterprise Mauritius (always fighting publicly-Gilber Philippe and the list goes on and on. NAvin Ramgoolan is to be blamed for all these lousy appointments based on cast, personal friendship and amount of money one has, instead of competence. Therefore Navin Ramgoolam together with his Alliance MAja KAro should be kicked out of power as a matter of urgency. Curse be on any Mauritian who goes again to vote for these people who have done nothing for the country but promoting theit own self interests

I and my wife feel ourselves as big big passengers. I am protected by big big persons. I have the right to kick out small small crew members.... If I would have been the captain, I would have kicked out this self-made VIP out of my aircraft at the next landing due to not respecting security procedures without considering his " to koné kisanla mo été". IATA aviation laws and regulations are no laws from politicians. .

Hypotese pour Mme Ringadoo. Ayant reservé une table au restaurant pour vous et vos celibrités, après une longue attente vous observez que d'autres clients avaient la priorité de service. Ayant porté plainte a la serveuse, celle-ci repond "Ceux sont, Madame, des clients prioritaires" vous repondez, "Savez-vous qui je suis?" Elle vous repond, non Madame, mais vous etes une cliente comme les autres. R S V P Chère Madame.

I am beginning to be baffled by my fellow mauritians. Every one recognises and expresses total disgust at the behaviour of those at the top of the food chain in Mauritius. This has been going on for years now. What are Mauritians doing about it? Why do they still go and vote for the same politicians who enable this utter corrupt practice to continue. In the end, is it fair to say mauritians deserve the politicians and other creeps that run the country. Otherwise do something about it. It is 2010 for god sake..........

In 2000, Cherie Blair was issued with a £10 fine for not holding a valid train ticket and she had to apologise to the ticket officer... When the press asked her to comment, she took this as a joke and acknowledged that she was at fault.... Even Richard Branson look after passengers when he travels on his plane. Peaple like Raj & family are short minded etc etc etc.

What happenned on the MK flight is really a shame. However, let us just think a little the role of the Press dite independante on the Abus de Pouvoir. The press is also to blame. I doubt if your newspaper will have the courage to publish this blog, but I recall I sent a comment on the interview of the former governor of the Bank of Mauritius and pointed out that we in Mauritius should learn from south america where the president sacked the governor of the central bank, because he REFUSED to allow that the country's reserves be used to pay off debts though ordered by the president herself. Yet the supreme court of the country had the governor re instated. At the BOM we find some politicians masterminding the theatre de boulevard, yet the press keeps quiet. Yet you have the guts to brag whatever you want !!!! Shame on you too. I will see whether YOU have the guts to publish this comment. NOTRE REPONSE: We will not get involved in any "polemique" with you, sir... Nous faisons notre travail et libre a vous d'avoir vos opinions. A condition que vous n'ayez pas recours a l'insulte...

Mo kamarade, ici pas Thai airways, ici c'est air Mauritius accaparé depuis belle lurette par un groupe de predateurs. Ils font la pluie et le beau temps, la ou ils ont ete nommés par leur trés cher Guru, l'homme providentiel pour certains privilégiés. Et dire sa kalité dimoune la pou osé vine encore devant le pep pou dimande votes - zotte banne domineres, le pep pou faire zotte paye zotte péchés.

What does one expect when gevernance is in the hands of les fils a papa and this has been ratified by the people for ten years now and most likely another further five years to come, who will bring change- certainly not the elite who are enjoying the priviledges.....

Where are we going in this country? We are now having to learn from Thailand! But abuse of power, third world behaviour and nepotism go hand in hand with MK. So many people there have been employed solely on whom they know. And the whole of MK is now having to pay the price of this. I travel from London to Mauritius quite often. I must confess that I am quite ashamed whenever I reach the counter. You can always see the MK staff posted in London waiting for the big bosses to come so that they can fast track the latter! and passengers in the queu allowing everyone to go ahead because their contact who will make the necessary for them not to pay for excess lugguage has not yet arrived. MK is the symbol of passe droit in Mauritius. What should have been our national pride is now our national shame due to politicians and to the ones who have been nominated. And I really cant understand why and how MK staff are so well paid! concerning free tickets, yea what a shame! Directors not only obtain free tickets but also hotels (the best ones of course) at highly subsidised tariffs!
