Lumière, caméra… action. Pour la galerie ou pour leurs propres carrières, trois politiques se livrent ces derniers temps à une opération d’envergure. L’objectif reste le même pour tous : convaincre et marquer les esprits Le problème, c’est que tous n’y arriveront pas. Petite présentation des acteurs… Comment ne pas commencer par Rama Valayden, l’« Attorney General ». Poursuivi pour propos séditieux, il est pourtant un homme soulagé. Car à l’issue de son audition par la police ce jeudi, c’est en choeur que lui et son bataillon d’hommes de loi ont dit qu’il n’a « rien à se reprocher. » Mais qui donc a pu penser que Valayden allait finir devant le tribunal ? Qui a cru que le Premier ministre allait laisser un ministre critiqué de toutes parts en place, s’il n’était pas lui-même convaincu qu’il n’allait rien lui arriver ?
A vrai dire, la séquence s’est déroulée à la perfection. Valayden tient des propos condamnables. Il est rappelé à l’ordre par le Premier ministre, qui contredit au passage la réalité statistique des allégations de son ministre. Ce dernier se repent. Une bande de flics qui se sent visée dans cette affaire porte plainte. Celle-ci est instruite. Comme par enchantement, seule une partie de l’enregistrement du discours litigieux est récupérée. Ce qui fait de cette pièce un élément irrecevable dans l’instruction. Voilà une faille de procédure qui ne fait perdre la face à personne. Au réalisateur qui a mené de main de maître cette séquence, on est en droit de dire : chapeau !

Dans le cas de notre deuxième acteur, il n’est pas question de chapeau mais de béret. A quelques mois des élections, Pravind Jugnauth peine toujours à porter avec panache le fameux béret de campagne du père. Du coup, il bat la campagne… en bus. Ce qui n’est pas sans rappeler l’éternel perdant des campagnes présidentielles françaises : François Bayrou. Qui avait innové en déambulant dans un bus roulant à l’huile de colza. Celui de Pravind Jugnauth aurait pu rouler à l’huile de « Sunflower. » Mais passons…
Pravind Jugnauth est actuellement dans la position de l’acteur qui pourrait être le grand oublié du casting électoral. Dans les coulisses, on apprend que l’offre de Navin Ramgoolam au poucet MSM a fondu comme neige au soleil. Des 16 ou 18 tickets que le MSM comptait récolter initialement, il n’en reste que 8. Du coup, l’acteur Pravind doit démontrer sa popularité pour que le réalisateur Navin Ramgoolam l’embauche.
Il est vrai que Ramgoolam observe du coin de l’oeil la mobilisation du MSM. Et on ne parle là que de démonstration de force et non de la déclamation des idées prouvant que le MSM a « réussi à faire de la politique autrement ». Ramgoolam n’en a cure des « idées phares » du MSM. Celles-ci - rétablissement de la peine de mort, baisse drastique de la TVA et abolition du « National Residential Property Tax » – iraient d’ailleurs droit à la poubelle si le MSM se joignait à
l’Alliance sociale (AS).
L’enjeu immédiat du MSM est donc de prouver à Ramgoolam qu’il possède un ancrage dans les circonscriptions où un candidat de l’AS pourrait se retrouver en difficulté face à des adversaires coriaces du Mouvement militant mauricien (MMM). Mais nous pensons qu’il n’y aura pas de monstration de force demain. Le MSM, malgré l’entrée au Parlement de son chef, reste toujours un petit parti. Et face à ce déficit de popularité, Ramgoolam plus que jamais pourrait être tenté de distribuer les rôles aux acteurs de sa propre troupe.

Il faut admettre qu’en plaçant Rama Sithanen aux finances, Ramgoolam n’a sans doute pas fait d’erreur de casting. Toutefois, le ministre des Finances interprète le 18 novembre un budget des plus épineux. Il jure que celui-ci ne sera pas « populaire et électoraliste. » Et se réfugie derrière son arrogante expérience - il aime rappeler qu’il a présenté « 11 budgets en comptant celui du stimulus package » - pour affirmer que les décisions qu’il prendra seront toutes dans l’intérêt pays.
Quel intérêt ? Avec le réchauffement climatique et les enjeux du développement durable, la politique économique se doit d’être durable. En facilitant les investissements et les réformes dans les énergies, l’environnement et les infrastructures. Annoncé en fanfare dans le budget 2008-2009, le projet Maurice Ile Durable est presque tombé dans l’oubli depuis. Faute d’une structure organisationnelle adéquate, mais aussi à cause de la tergiversation des décideurs politiques. Mais l’heure tourne. Maurice se doit désormais non seulement d’avoir mais aussi d’appliquer et financer son « Blueprint for energy sector ». L’Etat, conformément à l’approche volontariste que prône Sithanen, doit instaurer un cadre fiscal incitatif pour permettre l’investissement des ménages, des industries et de l’Etat dans les technologies et infrastructures vertes.
Que Sithanen ne vienne pas nous dire que c’est l’argent qui manque ! Car les planètes sont en train de s’aligner pour Maurice. L’Union européenne fera don de Rs 136 millions à Maurice dans les mois à venir pour financer les projets verts. D’autres aides suivront. Le président de l’Agence Française de Développement, qui sera au pays cette semaine, apporte également une surprise de taille. En effet, Maurice bénéficiera d’un prêt de Rs 5,2 milliards (€ 120 millions) minimum pour les années financières 2010 et 2011.
Nous arrivons à un moment où les efforts de l’Etat dans le domaine du développement durable ne souffrent plus de contraintes financières. C’est à Rama Sithanen et ses collègues du gouvernement de relever les défis. Pour ces acteurs-là, l’heure n’est plus aux répétitions. Budget, lumière, caméra… action !

l’heure n’est plus aux répétitions. Budget, lumière, caméra… action ! The National Budget of Mauritius. I must confess to a certain embarrassment at the self-praise to the one responsible for the financial prestidigitation in my country.
As a consequence of having to follow the results of the practice and watch the rabbits emerge from the hat, I am not quite as happy as some seem to be about Mauritius finances. In the first place one will find there has been considerable change-over in the composition of the Mauritius budget during the last four years, not only has that change-over been observable as between direct and indirect taxation , but there has also been a hidden turnover between budgetary expenditure.
That is to say there is at present time a considerably great amount of government controlled expenditure, apart from the revenue-based expenditure, through non-budgetary channels today. A very interesting study shows that a considerable number of important funds and institutions are controlled through the governments departments, besides those of the treasury and ministry of finance.
The State Auditor and accountant general is not concerned with all of these. You find that the government today has control over about a hundred millions rupees worth of expenditure a year, which ten or fifteen years ago, would certainly have been covered in normal ordinary budget. New funds have been set up, fresh raising of revenue through sale of five year government bonds by the Central Bank, designed to administer debts and managing subsidies, and so on. And the balances of these funds can be used in the medium and short term, and are so used.
Their accounting years do not run for the same period as do the budget year and all sort of prestidigitation is possible to the tune of some billions rupees worth. Previous finance minister budget had him boxed in but that did not stop him from spending like a drunken sailor opps cant say that anymore the Somalia pirates are actually running a huge surplus. The Mauritius people just need to follow finance minister's lead and say positive sounding things and everything will wonderful. Just needs a teleprompter. No room to spend? This was the repetitive mantra, than a sudden launching of massive infrastructure projects, which still leave us all to barbecue ourselves in the long hour journey to work. His holiness Reverend Ernest made mentions that the poor is getting poorer. The head of transparency International remarked that huge and sky rocketing political fundings is part of the run for power. The govt in is not only inept and will leave the country in a much worse state than they inherited. people that struggle to understand that this recession will be much longer than they want to admit to.
A return to growth in 2010 will not happen public spending will be slashed and the national debt will be the largest ever when they get thrown out of office in 2010 - not a moment too soon!. Soaring deficits leave Prime Minister Labour government no room for big tax breaks or government spending projects when it releases its annual budget on November 18. I don't see any kind of possible way they can do it. For all the thankfulness we bear for the external assistance, there is anxiety to the real costs of the stimulus package and the high level of State indebtedness.
It is widely expected to serve up an unpleasant cocktail combining a sharp downgrade to the government's earlier growth forecasts and a massive boost to government borrowing projections. Last fall's budget report outlined a combination of spending cuts and tax hikes beginning in 2010, and visibly effective freeze on public spending and a decline in capital investment. We were told past stimulus efforts and aid for faltering companies was a necessary step designed to "get growth resumed" and to create jobs. we have to recognize that spending will not grow in the future as it has done in the past because of our need to stabilize the public finances. Will there be more government selling assets to plug budget hole.
I get the feeling he doesn't tell the public the full story and tries not to reveal the reality of what's going on. In this case, he and the Prime Minister probably don't respect the intelligence in the mass populous. At least Obama and Biden are setting that type of tone in the states. Here, these guys are sadly downplaying the inevitable because they really don't have the balls to be a hard and fast leader.
As food prices steadily rise, within this context the average citizen may well be justified in taking precautionary step. Lest the heavily tax burdened and salary annex to charges working persons find themselves digging pots of gold out of the ground faster than governments can dig themselves out. Little fox jumping over fence are not anticipated to grab center stage spotlights for long, after all foxes on the run rarely stop for scraps or run in packs. The plans set out in the post-election budget for the next parliament will be a defining moment for any new government. Mauritius public finances are so shot to pieces that politicians of all persuasions—even, reluctantly, Social Alliance—now acknowledge the need for wholesale repair.
The most important lesson is to make restoring sound public finances the overriding priority of the new parliament. This is vital in order to retain the confidence of investors. A crucial decision is the mix of spending cuts and tax rises. Spending should bear the brunt. This will make the economy work better than adding substantially to the tax burden, and it is more likely to produce a lasting fiscal settlement.
In general, the approach in over-centralised Mauritius should be to set tough limits on the overall budgets of the main public services and leave local managers to find savings. People on the ground know far better where the inefficiencies are than remote civil servants in Sir William Newton Street. So much of the spending splurge is seen in the National audit report! One reason why the country’s public finances have deteriorated so sharply is that the Treasury became too dependent on a flood of tax revenue from the financial industry and property markets. (IRS) Those “bubble revenues” will not return. Beyond mending the public finances, reforms must seek to prevent another blowout. Budgetary surveillance by a new independent agency would help by providing an alternative authoritative assessment to a Treasury that is too beholden to its political master, the exchequer.
After its fiscal crisis in the 1990s, Sweden adopted a much more cautious approach to the public finances and set a goal of running a budgetary surplus over the economic cycle. The cautionary tale of occupier at ministry of finance, an avowedly prudent minister who turned profligate, must now be burnt into Mauritiu’s political culture.
I hope the voters remember that next year, and for years to come. We had a golden opportunity to restructure our economy and they have squandered it on white elephants and lined pockets for themselves and their Cronies. Now we have to look to the future, learning from the past. I suspect as individuals many many people have learned the folly of borrowing too much. That is unlikely to happen again for a generation or two. Viz the net repayments lately of mortgages. There is a mood in the country that the party is over. That can be harnessed by honest politicians ( a contradiction in terms perhaps), to tell it like it really is, and persuade us to take the necessary medicine.
This island has a long history of pulling itself up by its bootstraps. We don't surrender. We just need a bit of leadership. We just need people to pull together.I think it is most important of all for the pain to be spread equally. We should featherbed no-one. Those who would be elected must have their incomes brought back down to earth. Those tall lists of political nominees - should have been allowed to go to the wall, should be in sackcloth and ashes for years.
Those who don't want to work should not fuss if their welfare is withdrawn. Those straight off the boat should not expect any welfare at all. which of our would be leaders is going to come up to the mark?If the next parliament doesn't fix this mess we might as well switch the lights out. But we still have hope. 5 years from now lets see where we are. Don't count us out yet. With thoughtful reason- what about a tax for ministers appearing excessively on the National Television Corporation. It would be so easy if the majority of Mauritian would be like the characters in the excellent TV series "Shameless".
