Nos politiques sont ainsi embarqués dans la rituelle rhétorique des dénonciations et des critiques qui n’a d’égale que leur soif du pouvoir. Il ne faudrait donc pas être surpris par le flux de délations qui ira en s’accentuant.
On entendra ainsi toutes sortes de dénonciations. Contre la brutalité policière. Contre ces experts étrangers qui ne font que pondre des rapports qui ne servent à rien. Contre l’apostasie politique de ceux qui changent de camp. Contre la concentration du pouvoir économique entre une poignée de personnes. Contre l’exploitation sous toutes ses formes. Contre le néoconservatisme des intellectuels.
On aura aussi droit à la parole de contrition. Des promesses que les erreurs commises ne seront pas répétées. Des serments d’allégeance éternelle aux nouveaux alliés. Des engagements d’un réel contrat avec et pour le peuple.
On nous jurera que les principes ne souffriront d’aucune exception. Il s’agira d’allier des jeunes et des anciens afin de trouver un bon dosage. De réconcilier le modernisme rationnel et technique avec une pensée sociale. De mettre l’humain au centre du développement.
Ce sont quelques-uns des thèmes qui seront débattus. Mais rassurez-vous, il ne faudra pas trop vous triturer les méninges.
Car, en fin de compte, en guise de programme électoral, on nous servira un véritable guide-âne.

Reconsideration of the role of the objective function of the government.

The Electoral Economic Cycle. The Political business Cycle.(PBC) This concept emphasises the role of the government, or State, in the generation of the business cycles. This theme has sparked renewed interest in the mainstream economics and has also come to be regarded as a topic in pertaining to the subject of political economy. It draws attention to the need for reconsideration of the role of the objective function of the government, and its implications for macro economic theory and the business cycle. Debaters argue that the government , like other agents, should be viewed as a utility maximiser and that the utility of the government is more closely related to electoral support than general economic welfare; assumes in traditional economic policy analysis. The government would, therefore, pursue vote maximisation in its attempt to maximise utility because its utility depends on being in office. The PBC concept argues that in order to maximise its vote share or minimise the reduction in stock of votes held on election, the government might create a cycle, in output, unemployment and inflation, for example. The conditions under which the government can do this depend primarily on an assumption that the electorate behaves myopically, in the sense that they do not vote strategically. The electorate are assumed to have decaying memories of past economic events, even within electoral period, and to vote on the most recent economic outcomes. Further, they are assume to be unable to forecast the effects of current policies on economic conditions in the next electoral period, granting some of the effects of the policies are realised only after a time lag. The electorate are therefore, not endowed with rational expectations or with knowledge of the true workings of the economy. The government is thus, in a sense, able to create a cycle by fooling the electorate. The period and regularity of the induced cycle is dependent on the electoral period. With a fixed statutory electoral period, as in Mauritius, one might expect to observe a fairly regular cycle for the PBC concept. It has substance. In the formulation of the PBC, the government aims to optimise subject to an economic constraint, which is an inflation, unemployment trade-off curve. The objectives are also couched in terms of manipulating inflation and unemployment to win votes, and the cycle generated in these two variables. Under the PBC one would expect falling inflation and rising unemployment following an election and the reverse as the election approaches. The fixed electoral period should condition these movements, in inflation and unemployment, into a cycle. Thus, the cycle involve might be called an electoral economic cycle. Analysing the relationship between economic and political events, the conclusion is that political events caused economic events. Keyes, among other economists of course, argued that it viewed the State’s role in the generation of the cycle as the result of partisan management. It demonstrates the possibility of the achievement of continuous full employment, but that such a possibility would not necessarily be in the interest of, and would be opposed by Establishment regime. The State of continuous citizen welfare, within reasonable parameter, would require a change in the political order. Given the political order opposition to continuous citizen welfare, and their appreciation of attempts made by the government to alleviate recessions, one may expect to see the State presiding over cycle-example unemployment. The State would alleviate it, in recessions, but prevent the continuation of the full employment achieved in the following boom. Two economists –boddy and Crotty(1975) argued that the State runs the economy in order to maximise long-run aggregate profits, and does so by treating a cycle in unemployment using fiscal and monetary policy. The PBC model –the policy reaction and popularity functions for the PBC-it affirms the various key relationships within country economic format. This is especially true if we endowed agents with rationally formed expectations and give the government an objective function, with other than purely welfare maximising attributes, to optimise subject to a set of economic constraints. A PBC model would require both the economy and polity and also of their relationships. The common approach of assuming that the government maximises a simple quadratic welfare function, with two arguments, subject to an economic constraint and a myopic electorate- the general conclusions seem to be that the necessary conditions, as indicated by the influence of economic variables on popularity and the relationship between polity instruments and the economic variables that affect popularity, for the government to generate the cycle are there. This is provided that it is accepted that governments can use polity manipulations to influence real variables. The interesting question that remains to be answered is whether, given the above necessary conditions, a cycle would be induced by the government if the voters were endowed with real rational expectations, rather than assumed to behave myopically.

Les meme personnes que nous avons critique, des fois meme abhorre pendant les dernieres cinq annees. En attendant, en esperant un nouveau, un reel 'wind of change', asseyons nous et voyons le spectacle qu'offriront les candidats cette fois-ci. | |
