Courageux et honnête. Ce sont les deux qualificatifs qui nous sont venus à l’esprit aprés l’annonce de Paul Bérenger de dimanche dernier. Le leader mauve briguera le poste de Premier ministre aux prochaines élections générales. Voilà qui clarifie la position du MMM tout en crédibilisant le parti et son leadership.
Mais la peur primale de Bérenger est puissante et manifestement incontrôlable.
Aussi, s’est- il cru obligé d’affirmer qu’aprés deux ou trois ans, un autre « camarade » reprendra le poste de Premier ministre.
La précision n’est pas innocente.
Bérenger spécifie qu’un autre Premier ministre, susceptible de rassurer la composante majoritaire du pays, le remplacera bien assez vite. C’est une posture de poltron ! A part Navin Ramgoolam et Bérenger, aucun autre leader politique en exercice ne peut prétendre avoir la carrure et la carriére nécessaires pour diriger un gouvernement.
Au moment où Paul Bérenger livre – de toute évidence – sa derniére grande bataille électorale, il choisit encore une fois de biaiser. De ne pas assumer sa position de chef, ses origines, et sa riche carriére politique. Dans le passé, il avait eu recours à des « paravents » pour mieux passer auprés d’une section de l’électorat. Cette fois, il s’affuble de « pararriére. » C’est lamentable… Le mirage Maurice Ile Durable ( MID) disparaît- il ? Peut- être. Le ministre des Finances, dans l’entretien qu’il nous avait accordé en début de mois, expliquait que le projet MID était loin d’être mort. Tout en précisant qu’il faut « put our money where our mouth is » . Mais à la lecture de son budget, on se pose des questions. Petit comparatif : MID tenait sur 32 paragraphes dans le budget 2008- 2009.
Par contre, l’essentiel des mesures qui sont dans le budget du 22 mai tient en six paragraphes ! Le gouvernement rétorquera qu’on est en bonne voie. Qu’un million d’ampoules basse- consommation et 14 000 chauffe- eau solaires équipent les ménages. Mais ce serait prétendre remplir une piscine olympique à coup de pelletées de cuilléres à café d’eau ! L’essentiel des nouvelles mesures d’accompagnement liées au MID est superficiel. Le fonds n’a pas besoin d’argent. Les bailleurs de fonds se bousculent pour financer les projets et l’assistance technique ! Il s’agit plutôt de mettre de l’ordre dans les structures.
De doter le « MID Fund » d’un bras armé institutionnel. Encadré par une loi lui permettant, enfin, de sortir du bourbier administrativo- juridique dans lequel il s’enfonce. Il faut s’atteler à sauver le mirage du naufrage… Il n’y a pas que l’environnement qui a été oublié dans le budget. Mais aussi Rodrigues. Il y a trois ans, le slogan « Tourisme, moteur de la croissance du pays » était soufflé à l’oreille du Premier ministre. Toutefois, on semble oublier que le tourisme est également devenu le principal moteur de la croissance à Rodrigues. Pour occulter les spécificités de l’île, on céde volontiers à la facilité de la cantonner à son état de 10e district. Noyant ainsi sa mauvaise note dans la moyenne - plutôt bonne – de l’économie nationale.
Or, un séjour à Rodrigues suffit à nous faire réaliser à quel point l’effet de ruissellement du tourisme y est puissant. Les visiteurs fréquentent les hôtels, cham - bres d’hôtes et restaurants du pays. Achétent l’artisanat et les produits du terroir.
Faisant ainsi vivre pêcheurs, artisans, hôteliers, restaurateurs et agriculteurs. Or, le touriste se fait rare. Un billet d’avion à Rs 8 000 a fait fuir l’essentiel des vacanciers, majoritairement mauriciens.
Le budget du 22 mai rate le coche par une mauvaise allocation des ressources.
En pratique, le seul moyen de revigorer l’économie rodriguaise est de lui assurer un afflux plus important de touristes. La seule mesure du budget en ce sens– la suspension de la « travel tax » – n’abaisse le billet Maurice- Rodrigues que de quelques centaines de roupies. Ce n’est pas cela qui risque de ravigoter un tourisme rodriguais comateux.
Il faut faire baisser substantiellement le prix des billets. Soit en réinstaurant la compétition dans les dessertes vers Rodrigues à partir de Maurice et de la Réunion. A défaut, en aidant financiérement « Air Mauritius » à subventionner temporairement le coût de son billet d’avion vers Rodrigues.
Si rien n’est fait, nous suggérons un nouveau slogan. « Le tourisme, pourvoyeur de catastrophe économique à Rodrigues » !

Les dirigeants ne se regardent plus en terme de communautes mais de la capacite. Nous avons bien besoin de quelqu'un qui a le cran de diriger ce pays avec un certain fermete sans etre l'otage de tel ou tel communaute tout en ayant le respect de la religion. • As the 2004 election approached, Sonia Gandhi was still president of the Congress Party and still its most outgoing speaker. Many assumed that if her party won the election, she would become prime minister, though she never campaigned as a candidate. The campaign turned nasty. Once again, the Bharatiya Janata Party (BJP) used Sonia Gandhi's birthplace as a point of contention. Sonia Gandhi had been an Indian citizen for 20 years, yet opposition leaders questioned her Indian loyalty. While campaigning, the BJP said that Sonia Gandhi could not consider herself to be an Indian because pasta was her favorite food and her children spoke fluent Italian.
• The opposition continued to make her foreignness an issue; however, her foreign - born status did not seem to hurt the party. Sonia Gandhi was such an anomaly that people flocked to see the Italian woman wearing an Indian sari who spoke Hindi with a foreign accent.

Many African political leaders do cater to these imperative needs by attending to building daily contact through emails queries and offering answers to those that submit comments.
• The Mauritian mantle of democracy is embroidered with pious intentions, though the underground forces keep in activity to maintain their narrow interest at all costs. Paul Berenger is upfront with his claim to become the Prime Minister of the Republic, like Sonia Gandhi he is too much aware that dark shadows would be busy to sabotaged this legitimate aspiration that a son of the soil accede to the highest constitutional post.
• Stark reality must be grapple by us all – see the Budget 2009 and the National Television corporation double standards. The intervention of Paul Berenger during debate on Budget was given a disdainful TV slot, and yet no State finance bodies that get sustain by tax payers money raised an eyebrow. What is the Raison d’Etre of the Independent Broadcasting authority.
• Again and again, the most fundamental rights get trampled, and we the citizens endure the vagaries and caprices of highest authorities, for they rule our lives with an iron fist.
• Today Monday the same Mauritius National Television has prime time for sithanen to again talk on his budget. It is so unbearable to watch the same sithanen , same TV commentators churning the same points and imposing their agenda , while we as citizen never get the space for airing our views. The email link provides by MBC for viewers to forward their questions is downright communication stunt. Immediately, the grumblings began. As poor losers, the BJP politicians threatened to walk out of parliament if Sonia Gandhi became prime minister. They threatened to boycott her swearing - in ceremony. They also declared that having a foreign - born woman as prime minister would constitute a threat to national security. Looking back at India's history, it is easy to see why some Indians were so upset at the prospect of a "foreigner" becoming their leader. India had, after all, been ruled by foreigners until 1947 when it gained a hard - fought independence from Britain.
• What is lacking in Mauritius is the notion of fairness – the Green and eco party in France raised the same issue. The objective here is not about making Paul Berenger – it is one of providing a level playing field through all the strata of society.
• The monopoly of the State TV corporation is one thorn in the flesh – yet this communication channel makes and shapes news according to norms that do not fit a just and equitable society. Paul Berenger is a man for the people, but his party, his ideas, his Parliamentary interventions get the regular chopping by possible plots and conspiracies.
• Mauritius must change from a zoo adventurous group and start to relie heavily on associating down-to-earth attributes with a sense that the Mauritius urgently needs to modernise.
• The mainstream of informed opinion (in all the main political parties, in academia and the media, etc.) strongly favour the type of technocratic, "indicative planning" approach that Berenger endeavours Decades of disillusionment with Mauritius's weak economic performance and troubled industrial relations cannot continue. Active spadework by stalwarts figures such as Lutchmeenaraidoo, Makhan, Ganoo, Cuttaree, Perrier, Bhagwan should help to make a radical market programme politically feasible. To suppose that Berenger could have adopted such a line earlier, however, anachronistic: like almost any political leader, Berenger is for the most part fated to work (sometimes skillfully and successfully, sometimes not) with the ideas that were in the air at the time. Berenger needs us to make the goal attainable. We are as much living the same dilemma as Berenger for what have we contributed to make real changes happen?

He had BIG plans for him. I will remind you of the account in ‘Le Mauricien’ of the show stopping sucking up to Ashock Jugnauth of Paul Berenger and his poodle in St Pierre on the 16th April 2006. So out of the blue, according to Berenger, Ashock Jugnauth “ LI BYEN POZE, LI bien IMPRESYAN, li enan BOUKOU POTENSYEL ek en gran LASIRANS et EREZMAN Ashock Jugnauth LA POU SAUVE MAURICE” And his poodle, Rajesh Bhagwan marvels at Mr Jugnauth as “LI ENAN LESPRI, VISION, respe. E No. 8 e TOU l’ile Maurice KON SO VALER”. This is the measure of the man. He poses as the tribune of the people but in reality he’s a SELFISH, OPPORTUNIST EGO-MANIAC who would run a bath and squeeze toothpaste for a monkey in Casella if he thinks the monkey can help him gain power. He was not stumping up support for Mr Ashock Jugnauth wholly out of the goodness of his heart. Oh no! He saw him as a controllable puppet and a lame duck that would quack to his tune. So to GLORIFY his decision as being courageous and honest is like rewarding a prolific burglar for robbing your neighbour. Throughout his political career he has always dressed up his power-hunger in the phoney language of compassion and morality and these days a Messianic quality has crept into his mantra as the self-styled saviour of Mauritius. Avec tout le respect, il faudrait peut-être arrêter d'être paranoïaque et voir le communalisme partout car il y a autre chose dans la vie et d'autres façons de réfléchir. La vraie question c'est de savoir quels sont les avantages et les désavantages de ce système en termes démocratiques, de bonne gestion des projets gouvernementaux et de dynamiques de travail ? Le peuple a plébiscité ce modèle une fois et l'a rejeté une fois. Ne serait-il pas plus judicieux de votre part de nous informer un peu plus là-dessus ? Peut-être avec un bilan, des exemples d'autres pays et des paramètres constitutionnels afin de nous éclairer car on aura bientôt à choisir entre deux modèles de primeministership??? Des questions méritent d'être posées sur ce modèle et vous devriez en poser au principal concerné directement (sur ses motivations) et d'autres politologues - avant de nous l'expliquer que par le communalisme. Accordez au moins le bénéfice du doute au préalable et donnez-nous les résultats d'une vraie enquête svp. | | | Pitt Bull | | | Pourquoi se poser des questions sur le mérite de Bérenger comme P.M quand lui même il s'abaisse en continuant de se laisser servir comme porte-menteau par le MMM. En agissant ainsi il donne la voie libre aux fanatiques et risque de perdre à jamais la sympathie et la confience de ses vrais partisants (Alliance SSR/ SGD en 1968). Comme Pradip Jeeha avait proposé que le P.M doit être un hindou, une lutte à trois avec trois candidats hindous ne feront qu'irriter les non-hindous communaliste et s'abstenir aux prochaines élections. Les résultats seront surprenant. Dernier sondage de l'Express, 80% des Mauriciens sont communaliste, une réalité amère ! La meilleure lecon de Bérenger aux communalistes c'est de s'abstenir comme P.M.
